What exactly is the definition plagiarism.?

A friend of mine came up with a business idea to make notepads and sticky note out funny sayings and thoughts he finds online. Some copyrighted but MOST of them are not but the words and thoughts of everyday regular ol' people...My question is.. is it illegal to make any kinda of profit from the non copyrighted sayings and thoughts of others...without seeking his or her permission first?
